What this is about

More testing does not solve questions nobody asked earlier.

If fundamental clarification only happens during system testing, you are rarely fixing just one defect. Architecture decisions change, requirements are reinterpreted, hardware is modified and tests have to be repeated.

That is why early clarification is not a quality issue, but a budget issue.
